What you are looking at is a re-engineered 21x3.5" replacement for your 2000 & up HD touring bike. This wheel package will bolt directly to your 14-Up HD touring bike with all the original hardware. 2000-2013 HD touring bikes will require rotors, as your stock ones will not work.
